Civil Defense Brigades

Definition
Group of people, voluntarily formed to support the Civil Defense Regional Committees (Departmental), Provincial and District in the Civil Defense activities before, during and after a disaster or emergency. Taking a legal basis in the Article 12 of the Civil Defense Law Regulations National System - Supreme Decree N º 005-88-SGMD

Member of the Brigade
Is the person who spontaneously, voluntary, conscious, service oriented and who has received a theory and practice general education, forms the Civil Defense Brigade.

Requirement and Register
The requirements to be registered as a member of the brigade are:

• Be in good physical and mental health certified.
• Not having a criminal or police record, checked with the relevant certificates.
• The minors have the express permission of the parents.
• The Brigades applicants, which meet the requirements, shall be entered in a register book that for these effects will open the Civil Defense Committees.
• In the event that in the performance of their duties will commit misconduct or typified offenses in the Penal Code shall be reported to the correspondent authorities.

Organization of the Civil Defense Brigades
They can form the civil defense brigades, all Peruvians and foreigners living in the country, not under 16 or over 40, regardless of gender, race, political beliefs or religion, socioeconomic status, occupation or education.

The Civil Defense Brigades have the following organization:

• Brigade: Consisting of 09 Member of the Brigades and a Head.
• Section: Consisting by 03 Member of the Brigades and a Head.
• Agency: Consisting by a minimum of 03 sections and a Head.

The Brigade Head will be Member of the Brigade who has achieved the highest scores in the Course of Instruction, the Head of Section and the Head of the Brigade is appointed by the respective Civil Defense Committee, among the existing team heads.

The procedure for the head appointment refers only to the initial constitution of the Brigade, for the future, this consideration shall be given considering the training and the merits obtained by the Member of the Brigade in service. The exercise of the Brigade Head, part or body, will last two years, and must leave a period for the re-election again.

Civil Defense Brigade Mission
Provide the Member of the Brigade with a physical, technical, psychological training for the emergency intervention to relieve pain and human suffering, to the disasters effects, rescuing people from danger by taking them to safe areas and giving them the first aids.

Civil Defense Brigade Functions
The general functions to be carried out during his service Brigades are:

Before

• Participate in the Human Resources inventory development and Materials for Emergency attention.
• Contribute in the organization of the civil defense committees in schools, labor, community, social, cultural organizations, etc.
• Promote in the population awareness of the environmental protection.
• Participate in the training programs to the general population, which makes their respective committees.
• Contribute in diffusion programs.
• Participate in the promotion and execution of disaster simulation exercises.
• Assist in the management of communications equipments.
• Other relevant functions assigned by the Civil Defense Committee.

During

• Conduct the Preliminary Damage Evaluation and verify needs.
• Support Searching and Rescuing activities.
• Contribute in the maintenance of the public order and make the registration of the affected population.
• Provide First Aids to the affected population.
• Participate in the reception, storage and distribution of help.
• Conduct the temporal shelters conditioning.
• Participate in the population evacuation.
• Assist in the firefighting.
• Execute actions for debris removal and support in the treatment of corpses.
• Other relevant duties assigned by the Civil Defense Committee.

After

• Contribute to the basic sanitation operations and recovery of the vital public services.
• Support the recovery of material resources used and / or mobilized in an emergency.
• Contribute to the final relocation of the affected populations.
• Other relevant duties assigned by the Civil Defense Committee.

Requirements and Registration:
