  • The Civil Defense Office of the regional governments executes Safety Technical Inspections in Detailed civil defense, Multidisciplinary and previous to Events and / or public shows with a flow up to 3,000 people in its jurisdiction.
  • Exceptionally the Technical Inspection Office for Metropolitan Lima of the Regional Direction INDECI Central Coast , execute Civil Defense Safety Technical Inspections in detail, Multidisciplinary and previous to Events and / or public shows with a flow up to 3,000 people in its jurisdiction only in Lima

   

• 2.- Which are the requirements to pass a Civil Defense Inspection?
  The requirements are contained in the Single Text of Administrative Procedures (TUPA) of the implementing agencies, so as detailed below lines should be directed to the appropriate office, call by telephone or visit the web page if they have one:
  

  • The Civil Defense Office of the District Municipalities, execute Civil Defense Technical Safety Inspections Basic Ex Before and Ex Post and Previous to event and / or public shows with a flow up to 3,000 people in its jurisdiction

• What is a Safety Technical Inspection in Civil Defense?
  It´s the set of procedures and actions taken by the Executing Agency with the support of the Safety Technical Inspectors certified by INDECI, in order to evaluate the security conditions in the field of Civil Defense have the facilities of all kind in which reside, work or attend public, in order to reduce disaster risks that may arise. It must have a Security Technical Inspection of Civil Defense in case of an event in any infrastructure or local according to the legal framework of the municipalities.
  
  TYPES OF CIVIL DEFENSE SAFETY TECHNICAL INSPECTION
  
  There are three (03) types of Civil Defense Safety Technical Inspection:
  
  1. SAFETY TECHNICAL INSPECTION IN BASIC CIVIL DEFENSE
  
  For the case of the Basic ITSDC it must be taken into account, the inspection objects with an area less than or equal to 500 square meters that are located from the second level and do not present more than two levels will be considered ITSDC Basic objects, always that by their nature present a lower complexity.
  
  2. SAFETY TECHNICAL INSPECTION IN DETAILED CIVIL DEFENSE
  
  For the case of Detailed ITSDC is taken into account in the checking of common areas, and in the case of commercial complex taking into account the measurement of buildings in order to evaluate the means of escape (width of corridors, and doors number of steps, among others). And also the structures of these buildings, systems and firefighting equipment, alarm system, electrical panels, outlets, electronic and electromechanical equipments, and other facilities that are in common use.
  
  3. SAFETY TECHNICAL INSPECTION IN MULTIDISCIPLINARY CIVIL DEFENSE
  
  For the case of Multidisciplinary ITSDC, we consider industries that are located in urban areas (family homes), using flammable materials, toxic and corrosive reagents.
  
  SAFETY INSPECTION TYPES IN BASIC CIVIL DEFENSE
  
  1. SAFETY TECHNICAL INSPECTION IN BASIC CIVIL DEFENSE EX-POST
  
  Consists of verifying the matters discussed in the "Affidavit of compliance with safety conditions" presented at the time of processing the license operation in the municipalities. This type of ITSDC is done by a technical inspector of Civil Defense Safety, authorized and accredited by INDECI which is convened by the Civil Defense Office of the municipality where the establishment is located.
  
  This type of inspection is performed to the locals or establishments with less than 100 m². with storage capacity less than 30% of its area, except the clubs, pubs, karaokes, bars, casinos, slot machines, hardware stores, liquor stores, among others whose business involves the storage, use or commercialization of toxic products or highly flammable and those which by their nature require obtaining a Safety Technical Inspection Certificate in Civil Defense in Detail or Multidisciplinary.
  
  2. SAFETY TECHNICAL INSPECTION IN BASIC CIVIL DEFENSE EX-BEFORE
  
  Consists of a visual verification of compliance or noncompliance with the safety standards in Civil Defense and the documentation evaluation previously submitted by the Administrator for the start of the procedure and is applied in conjunction with the processing of the operating license. This type of inspection is performed by (the) Safety Technical Inspectors in Civil Defense that are convened by the Civil Defense Offices of the municipality where the establishment is located. Likewise, if the local has an operating license and have NOT been subject of an ITSDC should also request this type of inspection, in the same way in the municipality where the establishment is located.
  
  They are subject to this type of inspection : buildings, grounds or facilities for up to two levels, starting from the third level or roadway, with an area of 101 m² to 500 m², such as shops, stands, stalls, multifamily housing, pubs, karaokes , bars, liquor stores, garages, a lodging, restaurants, cafes, health buildings, temples, libraries, among others.
  
• What is a Safety Technical Inspection in Detailed Civil Defense?
  It consists of verifying of the compliance or non-compliance of the safety standards in Civil Defense matter, as well as evaluation of previously submitted documents, among which are: plans, descriptive memories, testing protocols, safety plans in civil defense or contingency plans: ITF issued by OSINERGMIM, certificates, reports, records and other documents related to the purpose of inspection mentioned in TUPA of the Civil Defense Offices of the Regional Government and / or INDECI, the last one, only if the establishment is located in Lima.
  
  These are objects of this type of inspection: buildings, rooms or facilities of more than two levels starting from ground level or road, or a larger area of 500 m², such as stores, multifamily housing, garages, facilities lodging, restaurants, cafes, health building, parking lots, churches, libraries, light and medium industries, cultural centers, museums, and others with similar characteristics. And supply market, galleries and shopping, sporting events and non-sports locals (stadiums, coliseums, cinemas, theaters, auditoriums, convention centers, etc.), entertainment centers, prisons, whatever the area with that have, schools that have a larger area of 500 m² or more than two levels from the level ground or roadway or more than 200 students per shift, Internet cafes that have a greater number of 20 computers, gyms have electrical and / or electronic machines , among others.
• What is a Safety Inspection in Multidisciplinary Civil Defense?
  It´s consists of the visual verification of compliance or noncompliance of the safety regulations in Civil Defense and the evaluation of the documentation previously submitted by the Administrator for the initiation. It is the one executed at object of inspection that due to the activity that they perform may create a risk to human life, property and environment, and that requires a multidisciplinary visual verification of compliance or noncompliance of safety regulations in force of Civil Defense and the evaluation previously submitted documents. They are the subject of this ITSDC those buildings, facilities or places where they are used, warehouses whether if they manufacture or commercialize materials and / or hazardous waste that represent risks to the population.
  
• What is a Safety Technical Inspection in Civil Defense previous event?
  It´s the verification of compliance of the safety conditions as set out in the safety regulations by Civil Defense for the facilities, which take place in the diligence of Safety Technical Inspection in Civil Defense made prior to an event and / or public spectacle.
  
  For flows less than or equal to 3.000 people it shall be executed the previous ITSDC in the facilities for local governments.
  
  For flows higher than 3,000 it will correspond to INDECI through its organizational and regional governments units.
  
  
• 3.- How long does a Civil Defense Inspection?
  According to the Technical Inspection Regulation of Civil Defense in Safety, approved by Supreme Decree No. 066-2007-PCM, the Civil Defense Basic Safety Technical Inspection should last a maximum of 15 working days and the detail one and multidisciplinary 45 working days.
  
• 4. - How long does the Inspection Certificate of Civil Defense Last?
  The time of validity is 2 (two) years, and must renew before the Correspondent Implementing Agency before expiration.
  
• 5. - When are executed the Inspection of Civil Defense before Shows?
  Each time an event and / or public entertainment is going to occur in a room with an influx up to 3,000 people, it must be requested the inspection related to the Civil Defense District Office and to the the Civil Defense Regional Government Office or to the Technical Inspection Office for INDECI Metropolitan Lima, if it´s more than 3,000 people.
  
• 6. - Which are the Civil Defense Regulations for the Inspections?
  The regulations used in the Safety Technical Inspections in Civil Defense, are those that emit competent SINADECI bodies according to law which aim to protect people, property and environment against the danger of natural or induced by man.
  
  The main regulations used in the inspections are:
  

  • National Construction Regulation (old buildings)
  • National Construction Regulation (modern buildings, projects approved by the Municipality from May 9, 2006)
  • National Electrical Code Volume V (old buildings)
  • Electrical National Electrical Code (modern buildings, projects approved by the Municipality from July 1, 2006)
  • Peruvian Technical Regulation for Portable Fire Extinguishers NTP 350-043.1
  • Signaling Peruvian Technical Regulation NTP 399-010.1
  • Industrial Security Regulation 42 F
• 7. - Can Civil Defense execute an inspection without being required or when there is not the responsible person?
  The technical Inspection of Civil Defense Security is only executed upon request, this is to say when the administer request it, on the other hand in the event that this has been, if there is no responsible person it cannot be run the inspection, however if it happens twice, the inspection procedure will be ended.
